MEC 2013 LEGISLATIVE SESSION TESTIMONY

OPPOSE
Requires each county to provide school resource officers at each public elementary and secondary school, with additional funding to come from the Education Trust Fund.
SUPPORT
Requires county boards of education to develop a system of intervention for chronically absent students.

Alters the definition of "net taxable income" for purposes of calculating specified State aid formulas for education; requires the Comptroller to certify annually the amount of net taxable income in a specified manner.

Providing that the sales and use tax does not apply to a sale by a nonprofit parent-teacher organization or other nonprofit organization within an elementary or secondary school in the State; etc.

Requires a new school or a renovated school that receives State public school construction funds to be constructed or renovated to have controlled access to allow visitors to enter the school.

Requires the Secretary of State Police to issue a handgun permit to a person who is otherwise qualified and has been designated as a school guardian under specified provisions of law.

Authorizes a county board to authorize school employees in the county board's school system to carry a handgun on school property.

Establishes the Maryland Center for School Safety to provide information on best practices, programs, and resources for improving school safety.

Authorizing the Maryland Stadium Authority to issue bonds to finance the construction of or improvements to specified Baltimore City public school facilities in accordance with a specified 10-year plan for Baltimore City Schools

Adding and modifying an exception to the requirement that specified students attend a public school regularly during the entire school year; requiring MSDE to adopt standards for the suspension or expulsion of a student and the readmission of a student to a specified school; requiring county boards of education and the Board of School Commissioners of Baltimore City to establish alternative schooling for specified students under specified circumstances; etc.

Establishing the rate by which the target per pupil foundation amount is increased in specified fiscal years; requiring that the county boards of education receive a specified grant; and establishing the State goal to provide at least $350,000,000 in each fiscal year to fund public school construction or capital improvement costs.

Prohibiting a principal from suspending or expelling a student who brings to school or possesses a picture of a gun, a computer image of a gun, a facsimile of a gun, or any other object that resembles a gun but serves another purpose or who makes a hand shape or gesture resembling a gun; authorizing a principal to suspend or expel a student who performs a specified action as a direct act of violence against another student; etc.
